Germany passes fast-charging law, legal basis for tendering 1,000 fast-charging points.

The “Act on the Provision of nationwide fast-charging infrastructure for pure battery electric vehicles”, or Fast Charging Act (SchnellLG) for short, has been passed by the Federal Council.

With this law, the Federal Ministry of Transport and Digital Infrastructure (BMVI) is creating the legal basis for the targeted expansion of a Germany-wide network of fast charging points.

With 1,000 additional fast-charging hubs, a close-meshed fast-charging infrastructure network is to be created, which guarantees that the demand can be met even at peak times and at previously un economical locations with increasing registration numbers of e-vehicles.

“That’s why we are building 1,000 fast-charging hubs nationwide by 2023. With the Fast Charging Act, we have now created the legal basis for starting the Europe-wide tender and thus the construction of the new locations.”

“Only with a comprehensive and user-friendly charging infrastructure can we inspire people to switch to climate-friendly electriccars. Especially fast charging with over 150 kilowatts is crucial for an unlimited range of electriccars – whether in the city, on the country road or on the highway.”

In close cooperation with the BMVI, the National Control Centre for Charging Infrastructure under the umbrella of NOW GmbH has been coordinating and controlling the activities for the expansion of the charging infrastructure in Germany since 2020.

Drivers of electric cars must be sure that they can quickly charge their batteries sufficiently even on longer distances, regardless of where they are travelling in Germany.

“This requires a nationwide, needs-based and user-friendly fast-charging network. With the fast charging law, we have now taken a historic step on the way there. The tender for the fast-charging network will then quickly implement this step in several thousand fast-charging points at the planned locations.”

On the basis of the Fast Charging Act, in addition to the numerous funding programmes of the BMVI, a first tendering procedure will be launched before the summer break in order to ensure an efficient development of the planned fast-charging network for long-distance and medium-haul transport. The concept of the call for proposals will be submitted to the German Bundestag shortly.

The call for tenders is scheduled to start in the summer of 2021.
Information on the tendering procedure

  • The tender is to be issued for so-called High Power Charging (HPC) charging infrastructure with an output of at least 150 kW at the respective charging points. The aim is to ensure fast charging for medium and long-distance mobility – in addition to the existing private, public and commercial charging infrastructure, which is currently being promoted by the BMVI in parallel.
  • The control center analyzes the charging requirements with the help of data on mobility and charging behavior, vehicle types and on the basis of the existing charging infrastructure. To do this, she uses a digital tool called StandortTOOL (www.standorttool.de). Based on the analyses, areas (search rooms) for the construction of fast-charging locations are advertised.
  • The call for tenders will be made in at least 18 regional lots. The lots contain the previously defined search spaces. The lots will be of different size. The interests of medium-sized companies are taken into account in the lottery.
  • In addition, there will be nationwide lots of rest areas along the federal motorways.
  • For the bidding parties, the construction and guarantee of the operation of the charging points are contractually binding – unlike in previous and existing funding programmes. In addition, the Federal Government also lays down supply and quality standards at the locations of the fast-charging network and ensures compliance with them.
  • For the construction and operation of the fast charging infrastructure, a volume of around 2 billion euros is planned.
